CENTRE AMENDING LAW TO REGULATE DIGITAL MEDIA

The Centre has started the process to propose changes to the Registration of Press and Periodicals Bill, 2019. The new bill will bring in a new registration rule for newspapers that will include the digital news media industry, according to media reports.

This is the first time that the Indian Digital Media will have regulations

The future legislation – the Registration of Press and Periodicals Bill – will replace the colonial-era Press and Registration of Books Act, 1867, that currently regulates printing presses and newspapers printed in India.

One of the reports mentioned that “If the bill is passed, Indian digital news websites will come on par with newspapers, and they will have to register themselves with the Press Registrar General, equal to the prevalent Registrar of Newspapers in India,”

Digital news publishers have to apply for registration within 90 days of the law coming into effect.
And Digital news sites also face a penalty or canceled Registration in case of an action for any violations.

In the year 2019, The Centre put out a draft Registration of Press and Periodicals Bill that defined “news on digital media” as “news in a digitized format that can be communicated over the internet, laptop, computer or mobile networks and includes text, audio, video, and graphics”.

The Centre’s draft bill had sparked a debate with many alleging that it was an attempt to ‘control’ digital News Media.

The bill will also remove the existing provisions relating to the registration of books and matters connected to it. Digital Media will be regulated by the Ministry of Information and Broadcasting.
